CFSS replaces PCA and CSG.
Community First Services and Supports (CFSS) is a new self-directed program in Minnesota. CFSS offers people flexible options, more choice, and control over their care, allowing for greater independence in their homes and communities. CFSS will gradually replace Personal Care Assistance (PCA) and Consumer Support Grant (CSG) services beginning with 10/1/2024 assessments.
If you are a current PCA or CSG participant with Alliance, you will be able to stay with Alliance and transition your services to CFSS seamlessly, if you choose.

AGENCY PROVIDER MODEL and BUDGET MODEL (both provided by Alliance)
Each model offers different levels of responsibility for people who receive services. Both models allow people the most control possible to select and obtain services.
You and/or your representative have the ability to:
If you choose the Agency Provider Model, you select an agency provider, like Alliance, to serve as your workers’ employer. As an agency, we will be responsible to recruit, hire, train, supervise and pay your CFSS support workers.
If you choose budget model, you will be the employer of your support workers. You will have a budget rather than service units. As the employer, you will be responsible to recruit, hire, train and supervise your support workers. You will select a Financial Management Services (FMS) provider, like Alliance, to help you with your payroll and other employer related tasks.
As both a PCA/CFSS agency provider and also an FMS provider, our experienced and knowledgeable team is ready to assist both existing and new participants with the transition into CFSS. Whichever model you select, Alliance will be able to support your services. Contact Alliance:

Consultation Services providers supply education on CFSS service options, assist with writing service delivery plans, if desired, and provide ongoing support.
All CFSS participants must select a Consultation Services provider before starting CFSS services. Consultation Services providers cannot also be a person’s CFSS Agency provider or FMS provider due to conflict of interest.
You may choose to work with Alliance for Consultation Services -OR- for CFSS services under one of the models.
